## Description

Roll one version out to an explicit set of tenants in a single, tenant-scoped step.

rollout composes the two underlying operations so the operator's intent — "serve
version V to these tenants" — is one command: it first ensures the version is at the
production status (transitioning it if needed, surfacing any gate failure verbatim),
then enables it for the named tenants only. By default the version becomes the tenants'
baseline; with `--canary-share` N (1-99) it is added as a canary at that share, preserving
each tenant's existing baseline. Other tenants are never touched.

Use `--dry-run` to preview the per-tenant before/after plan without changing anything.
This is porcelain over `tanomis agent promote` + `tanomis agent enable`, which remain available.
